Do sex offenders have to register in every state when they move?

A registered sex offender in Illinois says he is moving to Pennsylvania. Does he have to register everywhere he goes, or will he have the freedom to offend again without any record of his past?

Nope. he has to report his moving to his correctional facillity.
Whoever is giving him the probation has to be notified.
Or else he could go back to jail.
